Where did you find “wases” in Chicago 16? I didn’t find “wases” as an example. The CMOS example is “to be continueds.” They say to form plurals inside quotation marks in the usual way—so not “to be continued”s. This is in CMOS 7.12 (16th ed.) CMOS shows no italics for their example, just the plural phrase in quotation marks.
